The heavy rains have pitted Maryland farmers against the clock in a race to get their fall crops harvested and their fields replanted with "cover crops" that absorb excess fertilizers that could otherwise pollute waterways. Farm runoff is a leading source of pollution for the bay. State officials had been hoping to nearly double the amount of farmland planted with cover crops by 2011. But the Maryland Department of Agriculture reports the numbers are down this year. Police say they were called to the Castle Brook apartment complex Friday afternoon for reports of a suspicious vehicle. That's where officers say they found 25-year-old Stephan Vickers of New Castle, along with three friends and Vickers' 4-month-old son. Police say the group had just finished buying drugs from someone at the apartment complex. But he's not stopping there. He knows some town residents still drive by drug houses to get home, so the chief is working with state police and the Governor's Task Force. He parks near the drug activity, waiting for dealers or buyers to enter his jurisdiction and break laws. In 2006, near town limits, authorities made a major crack cocaine and marijuana bust. So dealers moved to the town's edge. That agreement was made after objections were raised by attorneys for alleged abuse victims who now sit on a creditors committee.
