The $8.78 million increase approved Friday is substantially smaller than the $34.4 million increase the utility had requested. The company, which operates as Dominion Hope, has not received a rate increase since 2005. Officials say they need more money to cover non-gas operations and expenses, taxes, interest on customer deposits, dividend payments and interest on debt.

Pa. The last time she drank it, she says she vomited four times. It's made her children sick, too. Like her neighbors in this rural community 15 miles south of the New York border, Farnelli signed a lease with a major natural gas driller to explore a potentially lucrative formation beneath her land. Now Farnelli and others are plaintiffs in a lawsuit that alleges Houston-based Cabot Oil & Gas Corp. polluted their wells with methane gas and other contaminants, destroying the value of their homes and threatening their health. A Cabot spokesman said the lawsuit, filed late Thursday in federal court in Scranton, was without merit.

Report: Hershey May Launch Bid For Cadbury

Hershey Co. may make a $17 billion bid for UK candy company Cadbury PLC, topping the recent $16.5 billion hostile offer by Kraft Foods Inc., the Wall Street Journal reports Friday. The bid wouldn't be ready for two weeks and the terms are in flux, the newspaper says people close to the matter have said. But the people said the charitable trust that controls the company and has complicated Hershey's merger efforts in the past is now prodding CEO David West to beat Kraft's offer, the Journal reports.

GE, Vivendi Talks Over NBC Universal Stretch On

A deal for Comcast Corp. to buy a controlling stake in NBC Universal and create one of the most powerful media companies in the world is taking longer than expected as the current owners tussle over price. Comcast, the largest cable TV operator in the United States, wants NBC Universal largely for its lucrative cable channels, but it isn't likely to raise its offer to General Electric Co., which first needs Vivendi SA to sell its minority stake. If GE had to pay Vivendi more for that stake, it would have to absorb the additional cost because Comcast's agreement with GE is "set" and separate from the Vivendi talks, according to a person familiar with the situation, speaking on condition of anonymity because the person is not authorized to disclose private negotiations.

Officers Behind Junk Fax Scam Face Kan. Richard Hagan, chief executive officer of the Melbourne, Fla.-based PBS Global Inc., also was ordered to make more than $1.02 million in restitution and forfeit a similar amount in ill-gotten gains. The sentence was agreed upon in advance as part of his guilty plea in September to charges of wire fraud and money laundering. Hagan told U.S. District Judge Wesley Brown in a lengthy statement read in court that his biggest regret was not acting more aggressively to screen new hires and stop the fraud. He said his intentions always were good, and he was never motivated by money.

Harley's Pa. A passage in the 58-page document distributed to union members and posted on the Web site of the York Daily Record includes a pledge to "discontinue current work" to relocate its largest motorcycle assembly plant to an alternate site in Kentucky. Italy for 10 years gave energy-intensive industries a break on power prices. The tariff was approved by the European Commission in 1995, when Alcoa purchased the smelters. Without that subsidy, Alcoa said the smelters — which employ 1,000 and another 1,000 workers indirectly, can't make money at current Italian power rates. But the EU ruled Thursday that Italy's extension of electricity subsidies after 2005 did not comply with regulations, and is demanding that Alcoa repay those benefits to the state. Alcoa is appealing the decision.
