Delaware State Police held a press conference Tuesday afternoon to announce the arrest of a serial sexual assault suspect.
Police said they arrested their suspect, 22-year-old Ramazan Sahin, riding with a woman shortly after midnight Tuesday morning in the area of the northern Canal Banks.
Authorities believe that the woman Sahin was riding with would have been his next victim.
The suspect is connected with at 17 sexual assaults over the last four months. He is known for being armed with a large knife.
Police said the suspect targeted women walking along major highways and offers them rides. When the women comply, he would then drive down back roads and assault them. He has struck along Route 9 and several spots along Route 13.
One woman told police that the suspect 'turned into a monster' when he assaulted her.
Sahin has been formally charged with several counts of rape, unlawful sexual contact, kidnapping, and possession of a deadly weapon.
