Gov. Ed Rendell says buses, subways and trolleys in Philadelphia may be rolling again soon. Rendell said late Friday night that negotiators for the city's largest transit union and the Southeastern Pennsylvania Transportation Authority have tentatively agreed on a proposed contract.
