Georgia's President Announces Government Overhaul

UNITED NATIONS (AP) ― Georgia's president is announcing a major government overhaul he calls a "Second Rose Revolution" to guard against Russian encroachment.

Georgian President Mikhail Saakashvili made the announcement during a speech Tuesday before the U.N. General Assembly.

The overhaul includes stronger checks and balances in government, more independence for Parliament and the judiciary, and increased funding for opposition parties.

Georgia's first "Rose Revolution" in 2003 displaced President Eduard Shevardnadze without bloodshed.

Last month, war erupted between Georgia and Russia when Georgia launched an attack to regain control over the breakaway region of South Ossetia.

Russia sent in troops who quickly routed the Georgian forces and pushed deep into Georgia.
