Police in West Chester closed off several streets and evacuated homes and businesses after numerous suspicious packages, including a bomb, were found in a parking garage in the center of town.
Authorities said the packages were found at about 7:30 a.m. Monday at the Mosteller Garage located at 14 East Chestnut Street.
Police immediately cordoned off the area surrounding the parking lot and requested a response by the bomb squad. Homes and businesses along Chestnut, Gay and High Streets were evacuated and streets were blocked off.
One package, initially labeled a suspicious device, was confirmed to be an improvised explosive device (IED) by investigators.
"There are a number of wires running from the package, there's an indication that there's a metal pipe and a container of liquid," Chief Scott Bohn said.
The liquid was believed to be gasoline, according to officials. Investigators said the device seemed to be put together by "someone who has some knowledge of explosives."
"I would suggest that whoever put that package there intended someone ill-harm, we are treating it that way, it's a serious incident and it certainly did have the potential to explode," Chief Bohn said.
Three other packages labeled suspicious were also found and detonated by the bomb squad, but investigators said they did not appear to be explosive.
Investigators said parking attendants notice an unidentified man wearing all black inside the parking garage.
There were no reports of any injuries. The incident remains under investigation.
