The Montgomery County District Attorney's office announced an arrest has been made in a deadly head-on crash on I-476 last month.
Roisin O'Neill, 22, is facing charges of homicide by vehicle and driving under the influence for the September 12 crash that resulted in the death of Massachusetts grandmother.
Montgomery County District Attorney Risa Ferman said O'Neill had a blood alcohol content of .197% and was under the influence of marijuana when she drove up an off ramp to I-476 in West Conshohocken.
"This girl was falling down drunk. Make no mistake about it, she should not have been driving a car," Ferman said.
O'Neill allegedly continued northbound onto the southbound lanes of the Interstate despite signs indicating she was travelling the wrong way, narrowly missing a car exiting the roadway.
Authorities said she travelled nearly five miles in the wrong direction, forcing drivers to swerve out of the way. O'Neill's vehicle eventually struck a car driven by 63-year-old Patricia Waggoner who was headed to Media to visit her son and two grandchildren.
Waggoner was pronounced dead at the scene.
O'Neill, who arrived at court in a wheelchair, had no comment as she was arraigned Friday. She was released on $25,000 bail.
Authorities said O'Neill's family members are not strangers to the law. Her father, Sean O'Neill Sr. is free on $2.5 million bail while awaiting trail on federal weapons and immigration charges. He was arrested on June 27, days after his son, Sean O'Neill Jr. was released from a juvenile facility for the 2006 shooting death of his Cardinal O'Hara classmate Scott Sheridan.
