Son Of Officer Killed In Logan Police Shooting

PHILADELPHIA (CBS 3) ― A teenage suspect fatally wounded by an off-duty officer in the Logan section of the city is said to have family ties to the Philadelphia Police Department.

Police said an off-duty officer opened fire on the 15-year-old and a second suspect after witnessing a shooting near Broad and Chew Streets just after 3 p.m. Monday.

The suspects fled the scene in a red Cadillac shortly after allegedly shooting 19-year-old Khalif Covil.

The off-duty officer gave chase to Broad and Duncannon Streets where the suspects abandoned their vehicle and attempted to flee on foot.

The 18-year-old driver of the Cadillac was quickly taken into custody while one of the alleged shooters escaped.

Police said the second suspect, 15-year-old William Smith, was involved in an altercation with the off-duty officer. At some point during the incident, the officer opened fire, striking Smith several times.

The wounded teen suspect was taken to Albert Einstein Medical Center where he later succumbed to his injuries. The officer was not injured during the incident.

While it is unclear if Smith was reaching for a weapon at the time of the shooting, police said two weapons were recovered from the scene. Officials said the 15-year-old was the son and stepson of two Philadelphia Police officers, the shooting was justified.

"Anytime that you have to go to a police officer and tell her that her son has been killed by a police officer, let her know that her son was into some things that she probably did not know, it's just a tragedy all around," said Captain James Clark of the Philadelphia Police.

Smith is said to have a criminal past that includes a prior conviction on aggravated assault charges.

Authorities said Covil was rushed to an area hospital in critical condition with a gunshot wound to the leg. It is believed he was shot over a long running feud.
