State Police Arrest Alleged PennDOT Scam Artist

PHILADELPHIA (CBS 3) ― Pennsylvania State Police have arrested a man after a year long fraud and conspiracy investigation.

Mark Green, who has been held by the Secret Service on related federal charges, was arrested and arraigned in Harrisburg, Dauphin County on state charges including forgery, identity theft, impersonating a notary and conspiracy.



Police say Mark Green submitted fake applications to PennDOT to remove more than $100,000 worth of finance liens against vehicles, once PennDOT unknowingly cleared the titles, the vehicles were sold to unsuspecting buyers while the lien holders were left with unpaid loans.

State police had conducted a year long investigation into the title theft and forgery of Pennsylvania Department of Transportation vehicle records. The investigation came to an end when Green was identified in a conspiracy to counterfeit applications and financial documents from the PennDOT records.

Officials also believe that Green was attempting to manufacture fake drivers license, which were then used to open credit accounts with retail stores throughout the tri-state area.

Green is currently being held at $99,000 cash bail.
