City Council Fails To Stall Casino Construction

PHILADELPHIA (AP) ― The state Supreme Court has shot down an effort by the Philadelphia City Council to stall construction of a controversial casino.

The court on Friday refused to reconsider its April 2 decision ordering the city to approve zoning changes needed for the planned Foxwoods casino in South Philadelphia.

That ruling also forced the city to turn over control of gas and water rights-of-way near the Foxwoods site.

Council attorneys had argued the decision overlooked a conflict with the 2004 state law legalizing casinos. The law prohibits taking city-owned property for a casino project.

Foxwoods spokeswoman Maureen Garrity says the company was pleased by Friday's ruling and is moving ahead with construction.

Councilman Frank DiCicco says officials will consider their options on Monday.
